HME Construction, Inc. (HME) is an SBA Marine Construction Contractor with over 35 years’ experience in the business. HME has completed many marine dock maintenance and dredging contracts for federal, state, local and private entities. Projects have ranged in scope from simple timber, handrail, and bull rail replacement to full-scale pile removal/replacement and dock reconstruction. Maintenance dredging projects have ranged from clean sediment mining, maintenance dredging and new construction dredging to complex environmental remediation projects with varying levels of contamination. Disposal options have ranged from in-water dumping utilizing split hull barges or dump scows, upland placement utilizing pumps, offload to conveyors and off-road haul trucks to upriver transport on sealed barges where the material is offloaded to trucks for transport to upland landfills.
HME has provided continuous service on the Columbia, Willamette, and Snake Rivers, as well as, dredging work on the Oregon and Washington Coast. Safety:
HME has developed and manages an extensive Health and Safety Program with an emphasis on incident/accident prevention. We employ a full-time Safety/Regulatory Manager whose primary responsibilities are oversight of the HME Health and Safety Program, environmental oversight for all dredge and pile driving projects and the multifaceted training requirements for all HME employees. In addition to our own stringent Safety and Health Program, HME is a member of the ISNetWorld, an organization many of our major clients subscribe to as a resource for connecting organizations around the world with safe, reliable contractors and suppliers. They perform annual verification and review of our written safety programs, accident/incident records, EMR certificates, training documents and insurance certificates to insure conformance and up to date credentials for all our clients.
HME employs only qualified personnel for work in all aspects of Marine Construction. Our Crane Operators are certified nationally by the National Commission for Certification of Crane Operators (NCCCO) and have all received in-house and external training necessary to perform the most complex jobs with expertise. We have certified welders, U.S. Coast Guard licensed Tug Boat Operators and, all marine employees have been issued State of Washington or Oregon Boater Education Cards. Key personnel are trained and have received certificates recognized by the U.S. Army Corps of Engineers for Corps Quality Management, 30 Hour OSHA Safety Management, and Corps QCS Computer Module. In addition, annual training is held for employees to meet the OSHA training requirements for Forklift/Manlift Safety, Hearing Conservation, 1st Aid/CPR/AED, Lead Exposure, Asbestos Awareness, Crane Safety/Rigging, and Hazard Communication. Confined Space Entry supervisors receive 16 hours of Shipyard Competent Person training and are certified to conduct air monitoring. All job-site employees receive 40-hour HAZWOPER training and 8-hour Annual HAZWOPER Refresher training required for projects involving contaminated sediment removal and disposal.
